As already answered, any A&P can do the condition inspection. I am just an A&P and I have done many condition inspections for my planes that I don't have the repairman cert for and for others.
One other common question that comes up a lot and many people don't understand is that when you have an experimental that you do not have the repairman cert on you can still do all of the maintenance and alterations yourself without having to get an A&P or IA to sign it off. It is surprising how many people have it in their head that they don't want to buy an experimental that somebody else built because they think they will spend a lot to have somebody else do the maintenance.
