Are you sure it isn't just red paint or fingernail polish used to mark fasteners as torqued and checked? Fingernail polish is dissolved by lacquer thinner, I believe, and paint likely would be dissolved by it as well. Heat from a propane torch will render most threadlockers ineffective, if that's your goal. Most water-cooled VWs have the crank pulley installed with some grade of threadlocker that requires heat to soften it...otherwise something's likely to break!
