Hmm... thinking about it for some minutes... the question is: how do we define 
"video support disabled" ?
It's main purpose is to skip the video device part (doesn't compile on all 
platforms, much code, additional dependencies).
But of course, we can still RECEIVE webcam images without it and I don't know 
any reasons why we should disable that, too.
So I think we should talk about "support of local video devices" instead (mabye 
rename the switch ?) and just link to libjasper always as originally suggested.
