Hello,

I was looking up a bug that I had experienced, and came across a
series of bugs marked as duplicates.  It looks to me as if some of
them are actually different bugs - or at least, two bug reports in
one.  I'm asking here because I wasn't sure of procedure on Bugzilla.
The first report was Bug #170775, which mentions the fact that the
webcam is turned on immediately when opening the Kopete Settings
dialog.  However, it seems to me that the primary complaint of the
reporter was that the webcam did not turn /off/ after closing the
dialog, and this was suggested to potentially be an upstream bug, and
never confirmed.
Bug #181020 is marked as a duplicate of the first, and is indeed the
same report, also unconfirmed.

After a gap of a bit more than a year, three reports were filed in
succession (#238728, #230713, #233044), which are merely wishlist
reports requesting that the webcam not be turned on at all unless the
user requests it, yet are marked RESOLVED as duplicates as well.  This
is a rather different matter than a bug preventing the webcam from
being disabled, and I'm concerned that the first bug - whether it was
a corner-case, or already fixed but not closed - is causing the
(presumably more simple) wishlist requests to be missed/ignored.

Thoughts?
