Kopete does not emmit sound at all, it calls knotify (notification
daemon) for each event registered in kopete.notifyrc (as all other KDE
programs do) and knotify is responsible to emmit sound, popup or run a command
as especified in kopete.notifyrc. Try seeing if sounds are enabled in knotify:
systemsettings -> Notifications -> Player Settings.
Other find os notifications (popup for instace) work?
