Yes, kopete is already a "budy" list

Some feature you describe already exist (indirectly). Other can still be 
added.

I'll not add this myself, and i don't think any other current Kopete 
developper feel the time to develop this,  anyway, if anyone is interested, 
he could develop a last.fm protocol for Kopete.
the contacts would be the friend, and you are notified from your friend 
presence activity in the dashboard.  
Messages could be done using internal last.fm messaging system.  but this is 
not really "instant" messaging

You can already send file to contacts with Kopete.

The bittorrent protocol can't work in this case, because bittorent is for many 
people downloading the same source.   One could integrate another P2P system 
with Instant Messaging.  I don't know much about others P2P protocols 
internals, but there is certainly one that could be ok.
