Well, yes... it's a different problem but with the same reason... i'm no 
developer but as i was told now on irc several times, i see those people 
offline because they are not on my contact list.
And if I understood you right, the auth request thing has the same reason?
Or is the auth  request delivered when the person messages you?

But if I remember correctly, when people in original icq-client messaged me, 
they weren't offline :\
