Just to point out that Kopete _is_ plugin based so there would be nothing to prevent distributing a 3rd party OTR plugin for any version of Kopete, packaged separately of course from the main Kopete distribution but it would be perfectly usable. For KDE4 OTR could be made part of the Kopete package.
