is this because rich text is being enabled (the red pencil icon) or does it
always do this even without rich text?
try this: make sure rich-text is off, right-click on the toolbar, click
'toolbars' -> 'format toolbar' to turn the darn thing off. then close the
chatwindow, reopen it, and see whether it comes back.
there is currently no way to get that toolbar to never-ever show up, unless you
edit the source to have rich text disabled by default or something.
