I think I track this problem down, but need more time to fix it.
It's not problem with retrieving them but with the client you are retrieving
from. I discovered that after some amount of time kopete get disconnected from
SSBI ( server-stored buddy icons ) probably timeout and than the other clients
can't retrieve buddy-icons because SSBI server will send only hash without
image.
Kopete won't request buddy-icons only when hash is different than that in
kopete.
In oscarpictures is saved only your buddy-icon.
