Hi Paul. I think this is Bug 37947 - Import from Z39.50 doesn't open the record in editor: https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=37947
The fix is pushed to 24.11.00 and 24.05.05. What version of Koha are you using?
