If I may, I would ask a further question. If I install Koha 21.11 (which requires libmojolicious-perl 8.x) and then upgrade to Koha 22.11 on an infrastructure that does not allow installing libmojolicious-perl 9.x, what happens? Can Koha 22.11 also work with libmojolicious-perl 8.x?
