There is a trick which basically boils down to "If the rendered notice is empty, it doesn't get sent". So your WELCOME notice could contain something like: ---- [%- IF patron.categorycode == "STAFF" %] This is where your actual welcome notice is! [%- END %] ---- That way it is empty for non-staff users and shouldn't get sent.
