Koha doesn't usually host these materials directly, but you can use the 856$u field to provide a link to the resource, and you can customize the XSLT template to show whatever you want if, say, the public note in 856$z contains the text "Open Access". But the next question is being able to search based on this. I believe that's also still possible, but it's harder; I couldn't tell you exactly where to look.
