Hi Vinod,
if you recreate the issuingrules table it should have no consequence on
updates, unless Koha was to re-add a table with the same name in the
future, which is not likely to happen. It will of course have no
functionality/no effect on circulation. As always you should make a
backup before any updates.

rule name is in the rule_name column and the value is in rule_value.
If you need to insert via SQL, you can do something like
INSERT INTO circulation_rules (branchcode, categorycode, itemtype,
rule_name, rule_value) VALUES ("BRANCHCODE", "CATEGORYCODE", "ITEMTYPE",
"issuelength", "21");
I would suggest doing it via the administration interface (Administration
Circulation and fines rules) however, just because there are so many
different rules. I'm not sure what the consequences are if only a few rules
are filled in.
