Hi MarcelAre you maybe talking about Bug 30925 (Creating public list by adding items to new list creates a private list)?
System preference "OpacAllowPublicListCreation" was already set to "Allow".I changed files "addbybiblionumber.tt" and "opac-addbybiblionumber.tt" according to https://bugs.koha-community.org/bugzilla3/attachment.cgi?id=136373&action=diff - I even restarted the full host.
It didn't change the behaviour in Koha 21.11.09. This it is not possible anymore to add items to lists.
