Hi Vinod, at the moment it's not possible to restrict the deletion of suggestions.
There has been some discussion about this on a bug I found: *Bug 13326* <https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=13326> - Add possibilty to edit purchase suggestion on opac You could file a new enhancement request or add to the one above on bugzilla explaining the use case and how it should be configurable to move the discussion further.
