You can change the card number and it doesn't affect anything. When I set up 
Koha for our library five years ago, I uploaded a list of all the employees, 
using their employee ID number as their card number. About a week or two later 
the hospital introduced a system-wide ID scheme and everybody got a new 
employee number. When someone comes to check out a book, if they have the old 
number we change it. Or maybe we don't. Right now our card numbers are a 
mixture of old IDs, new IDs, and sometimes we use phone numbers if a rotating 
resident needs a book and she doesn't have an ID number.

Obviously, our small library can be a lot less formal than most, but the gist 
of it is that Koha assigns internally-calculated numbers to patrons and the 
library card number can be anything you want it to be, including changed as you 
need it.

BTW, I set up Koha 3.12. I believe it was the very afternoon of the day we went 
live that 3.14 came out. Oh well...

As our university assigning enrollment numbers after 3 months of actual
admission. Meanwhile, we have to create patron card number either temporary
or using other scheme. Can I change card number later ?

Is it effect history of old issue return record ?
