The numbers indicate the release date: 16.05 was released in May 2016, 17.11 was released in November 2017 and 18.05 is due for release next month. Koha 3.22 was the last release before this pattern was adopted. You could think of it as being 15.11 :)

The current stable version of Koha is 17.11. Packages are also maintained for the 'Old Stable' version, currently 17.05. (This will change in late May). See here https://wiki.koha-community.org/wiki/Koha_on_Debian under the heading 'Set up package sources.' Which you choose is a trade off between how badly you want the newest features and how much you value stability. You might examine the question before each upgrade.
