Take a look at C4::Charset::nsb_clean I guess you can add more substitutions there.
Trouble is I don't know anything about "C4::Charset::nsb_clean". I understand it is a Perl module, but I don't know how to use Perl (excepet of some small stuff like changing existing scripts). So this would be no easy way for me and especially no easy way for the librarian that has to deal with that data...
