I'm having the same problem with my installation. Ubuntu 14.04, Koha 16.11 upgraded about ten minutes ago from 3.22.
(It's my Local Authors catalog that uses extra MARC fields and modified templates, but I don't think that's the problem. BTW, if anyone here is going to be at the ACRL conference in Baltimore, Maryland on Thursday, you can see me talk about the project. AFAIK, I'm the only person at the conference speaking about Koha. We need to change that.) I was about to report a different error when I realized that I was using an older version and decided to upgrade. When I tried exporting records, I would get only one--a record I had edited a week or so ago. Before that one started showing up I'd get a file of 0 bytes.
