The security for the journal would be at the publisher's end, not the library's. So access can be provided through the catalog, but the patron is going to either need to be at a supported IP address or have userid/password to prove they are a registered library user. You could make the bibliographic records only visible when accessed from an IP within the library, but the users could e-mail themselves the records with the URLs. So I think you really want to control who is able to access the files outside of Koha.
