[Koha] Koha mail .. send

Dear all 
i'm faced a strange issue in Koha mail , sending e-mail working with all 
services (check in .out . overdue ) but not working with create new patron 
although i activated sitting in Sys.pref. 
                                                                                
                                                 Don't send                     
                                                                                
                                                     Send                       
                                                 an email to newly created 
patrons with their account details. thanks
