Go to Admin-system preferences-check in policy it's the first one "calculate fines on return" Checkin Policy Preference Value BlockReturnOfWithdrawnItems returning of items that have been withdrawn. CalculateFinesOnReturn calculate and update overdue charges when an item is returned. NOTE If you are doing hourly loans then you should have this on
