We solved our problem using MarcEdit. We converted cyrillic records to UTF8 using MarcEdit Character Conversion tool. Then imported to ILS from KOHA import page.

Can you convert the exported file to ISO 10646 encoded in UTF-8? The yaz-iconv tool may help.
