For installing additional tranlations on the server look at: http://wiki.koha-community.org/wiki/Installation_of_additional_languages_for_OPAC_and_INTRANET_staff_client If you ask about selecting the language for opac and intranet you should look at the manual: http://manual.koha-community.org/3.8/en/administration.html#l18nprefs The first step is requested so you can do the second.
