This should do the trick:
SELECT biblionumber
FROM biblioitems
WHERE marcxml RLIKE '<datafield tag="773"'
AND ExtractValue(marcxml, '//datafield[@tag="773"]/subfield[@code="9" or
@code = "o"]/text()') = '';
