zebrasrv is not packaged with Koha. It is supplied by IndexData: http://www.indexdata.com/zebra
There are debian repositories provided by them if you are using a debian based Linux server. The Koha installer does check for zebrasrv, it should have mentioned where it found zebrasrv. When you run `perl Makefile.PL` it checks for zebrasrv and reports if/where it finds it.
