I agree with your librarians.

We think of a grace period as "days where the patron will not be
charged, if they turn their items during the grace period, but they
will be charged for those days if the grace period is missed."  So a 2
day grace period would mean that the borrower gets charged for 3 days
if they turned their items in on the 3rd day, but they would not get
charged prior to the 3rd day.

IMO not charging for the grace period after it has passed is nothing
more than extending the circulation period.
