For both, it won't show names on the hold screen, and it wont show names (if an item is checked out) on the detail.pl screen. HLT need it because they often place holds for people (which involves searching for an item) with the person standing there watching, so they don't want them to be able to see the name of the person who has it out. (Privacy reasons) I'm not sure if other libraries would want this, so the default is to set it off, so the behaviour continues as normal.
