First thing is: have to checked that /usr/share/koha/opac/htdocs/opac-tmpl/prog/en/css/opac.css exists in the filesystem on your server? Is it accessible at http://192.168.3.20/opac-tmpl/prog/en/css/opac.css ?
This could be an incomplete install or file permissions problem. Also, have you been through the web install in the Staff Client? Have you checked the System Preference: OpacMaintenance ? If it isn't set to off that would cause maintenance.pl to be loaded instead of the regular OPAC client. Good luck.
