CanBookBeIssued() can return an erroneous due date as part of an error response, but it it shouldn't be used in other code as the source of the final due date - if it did that, it should be renamed CanBookBeIssuedAndReturnTheDueDate(), which doesn't strike me as an example of good cohesion.
