Yes it should, actual cost is what the library actually paid.
When they order an estimated/budgeted cost is put in, which is used when 
working out how much of a budget has been committed to being spent.
The actual cost is what the invoice says and what they actually paid when the 
item arrives.
Often these are different.
The actual cost should be used when working out what has been spent.
