Indeed, since minimum OS is Debian Stretch.
Is it even useful to tell Perl requirement ?

There may be other features that we use that are not in Perl 5.10.
Considering that even debian oldstable has Perl 5.24, it should be safe
to raise the minimum required version to 5.24.
