I cannot access http://debian.koha-community.org/ via webbrowser either. The webbrowser will just try try try but giving no response (or at least I didn't have the patience waiting long enough).
But the address itself is immediately accessible on port 80 when using telent:
$ telnet debian.koha-community.org 80 Trying 67.220.127.145... Connected to kohawiki.esilibrary.com. Escape character is '^]'. Maybe this will help someone to solve the problem.
