This bug came to light through the automated screenshots project, in which the
backend KTD failed to produce a screenshot for Hindi when Cypress tried create
one showing the Lists page with at least one existing list. All other installed
languages (de-DE, el-GR, es-ES, fr-FR, zh-Hant-TW) load the page correctly. See

To reproduce:
1. Install the Hindi (hi) language (koha-translate --install hi --dev kohadev).
2. Enable Hindi in StaffInterfaceLanguages.
3. Create a new list with the Staff UI in any language.
4. Switch to Hindi.
5. Go to the Lists page (virtualshelves/shelves.pl).
6. Page displays the 'Processing' spinner but never loads. Additionally, a
'200:OK' notice appears with Hindi text that Gemini interprets as, "Something
went wrong while loading the table.."
7. A list's direct URL (virtualshelves/shelves.pl?op=view&shelfnumber=1) loads
correctly.
This error occurs in both main (26.06.00) and 24.11.20 (LTS).
