To recreate:
- set AllowItemsOnHoldCheckoutSCO to "Allow pending and waiting holds"
- place a hold on a title for Patron A
- check in an item from that title, confirm the hold
- confirm the hold has status Waiting
- log into the web-based self-check as Patron B
- check waiting item out Patron B
- confirm the hold is still at status Waiting
- confirm the holdings table on the biblio shows that the item is both checked
out and waiting
We should revert the hold to pending when the item is checked out.
