To recreate:
1/ Searchengine = Zebra
2/ In the koha-conf set use_zebra_facets to 0
3/ Set FacetMaxCount to 1
4/ Do a search, facets are not limited to 1 per category
FacetMaxCount should include some language to point out the pref won't work
with this particular configuration.
