Further correction to comments 15 and 16 after a full regression review:

The schema-based separate cleanup state on Bug 41809 has been withdrawn. Its
replacement keeps the existing Waiting hold linked to item A and adds a normal
cancellation request when the patron checks out item B from the same record.
Item B is checked out successfully, while A remains unavailable and appears in
Holds with cancellation requests until staff cancel the hold or check in A.
The terminal hold history is therefore Cancelled.

This directly provides the persistent, branch-actionable queue requested in
comments 8-10 without introducing another item-availability state. Bug 41282
remains distinct and relevant for the checkout alert and for states such as an
item in transit. Review and testing of the Waiting-state workflow are welcome
on Bug 41809.
