The system has two different debt-checking mechanisms:

Checkout logic properly filters by restricts_checkouts
Hold logic includes all debits
This means a patron could be unable to place a hold but able to checkout an
item with the same outstanding balance, depending on what type of charges they
have.

Isn't this at least an inconsistency? Why when placing holds do we not care
about your system's/patron's non-issue type charges? Why even make a reserve
for a patron who still cannot check the item out when delivered/ready for
pickup?

In Patron.pm's sub can_place_holds:

    # debt check
    unless ( $overrides->{debt_limit} ) {
        my $max_outstanding = C4::Context->preference("maxoutstanding");
        my $outstanding     = $self->account->balance;

This previous line we changed to:
        my $outstanding     = $self->account->non_issues_charges;

        if ( $max_outstanding && $outstanding && ( $outstanding >
$max_outstanding ) ) {
            $result->set_value(0);
