Borrowers with a missing required field (from import or from before a field was
required) should warn on renewal that something is missing or incorrect.
To recreate:
1. Create a patron with no birthday and an expiration date of today
2. Make BorrowerMandatoryField include date of birth
3. Renew the patron.
The renewal also doesn't get stopped if the category age is wrong, though it
does show on the checkout/detail screen. (ie, a kid who has aged out)
