I was documenting bug 38663 and noticed that the Additional fields section
doesn't appear when adding a new library.
To recreate:
1. Go to Administration > Additional fields > Libraries (branches) > New field
2. Enter a name for the field
3. Click Save
4. Go to Administration > Libraries > New library
--> The form does not contain the additional field
