Many item fields can be restricted to only be edited by the home library, but
Lost, Withdrawn, and Damaged are still able to changed by any staff memmber at
any library with edit item permissions. It makes sense for Lost and Damaged,
but Withdrawn should be restricted to just the home library.
Example: In a consortium, staff member from Library A should not be able to
withdraw items from Library B. If there are two branches in the same library,
it's ok to do that editing, but not from two completely independent libraries.
