Following on from Bug 31503, we should add a way to create/read/update/delete
patron consents via the REST API.
As a follow-up to this bug, we can also consider adding deeper hooks for
consents, so that plugins might have an easier time of phoning out to marketing
platforms to update a patron's consent.
