Not only there. We have this here in Germany as well. And I also know this from
a lot of the smaller special/research libraries serving a campus. They tend to
have the default here: members of staff have access 24/7 which however might
not help them if they need us as librarians. So at the moment I resorted to set
the opening hours to the "staffed" times and will try to fiddle in some note
about the 24/7.

BTW: in our case one needs an access card that is _not_ the library card for
privacy reasons. It might be sensible to be able to set some note for the
opening times.
