I would suggest that if SelfCheckoutByLogin is set to cardnumber, that
SelfCheckAllowByIPRanges be enforced, and if the selfcheck is accessed at an IP
not listed in SelfCheckAllowByIPRanges, that SelfCheckoutByLogin ignore the
setting and act as if it is set to username/password.
