Currently staff with permission to the staff interface (catalogue)
automatically have access to create lists. The only permissions that currently
exist for staff are delete and edit.
Delete public lists (delete_public_lists)
Edit public lists contents (edit_public_list_contents)
Edit public lists (Name, settings, and permissions, but not explicitly
contents) (edit_public_lists)
It would be beneficial to add a permission to "create public lists" ensure that
staff just can't create unnecessary visible public lists.
