I could also see us keeping this version with the addition of making sure that all form fields are disabled when the section isn't "active." We could even set the opacity of the inactive fieldsets to .5 or something like that in order to indicate that the controls are not available. I find that the pickup location dropdowns are not populating, and the form doesn't prevent me from placing the hold without selecting one. That must be resolved.
