this patch adds an automatic filesystem refresh in Plack,
patch uses the following module...

to test:
1/ start ktd
2/ add warn to about.pl file, loadpage, observe no output in log :(
3/ apply patch to /etc/koha/plack.psgi
4/ restart plack
5/ add warn to about.pl file, loadpage, observe output in log :)
