Up to 3.8 sending an empty patron search in the patron module would return all
patrons. That is no longer the case and a regression to older versions of Koha.
I found it working in 3.8, but broken in 3.10 and master.
To test:
- Go to the patron module
- Change nothing and send the patron search on top
Problem: Instead of a list of all patrons a 'no results found' message is
shown.
